The Comment Deadline Is Approaching on OMB Proposed Federal Grant Rule

The July 13 deadline is quickly approaching for public comments on a proposed rule from the White House Office of Management and Budget (OMB) that could significantly affect associations and other organizations that receive or administer federal grant funding.

Among the proposed changes are new restrictions on the allowability of membership dues, subscriptions to professional and technical periodicals and conference attendance under federal awards. The proposal would generally require advance agency approval for certain memberships and conference participation and would make some subscription costs unallowable.

ASAE is preparing comments on the proposed rule and continues to advocate for policies that recognize the essential role associations play in advancing professional knowledge, convening experts, disseminating best practices and strengthening the effective use of federal grant funding.
