Congress Completes a Second Budget Bill
Congress has approved its second budget reconciliation measure of the 119th Congress, the Secure America Act, which provides approximately $70 billion in funding for Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP). The House passed the legislation following Senate approval the previous week, and President Donald Trump signed the bill into law June 10.
With the immigration funding package now complete, lawmakers are already discussing a potential third reconciliation measure, informally referred to as "Reconciliation 3.0." Trump has called on congressional Republicans to move quickly on a proposed $350 billion package that could include additional defense funding and the SAVE America Act.
House leaders have also suggested a third reconciliation bill could address a range of other Republican priorities, including efforts to combat alleged fraud in federal programs and measures aimed at affordability. In addition, House Ways and Means Committee Chairman Jason Smith (R-MO) has indicated that he would not support another reconciliation package unless it includes tax provisions.
The American Society of Association Executives (ASAE) is closely monitoring these discussions for any proposals that could affect the nonprofit sector, particularly changes to federal tax policy impacting associations and other tax-exempt organizations. The organization will continue to keep members informed as the reconciliation process evolves.
