Florida Bills Could Restrict Local Government Association Memberships
The Florida Legislature is advancing legislation that could restrict how local governments participate in certain associations and advocacy groups. House Bill 1217 and its companion, Senate Bill 1628, would prohibit local governments from using public funds to pay membership dues to organizations that support "net-zero" carbon emission goals.
The proposals are part of a broader effort by state lawmakers to limit local climate initiatives. If enacted, the legislation could affect dues payments to associations and other groups that advocate for policies such as 100 percent renewable energy or net-zero emissions targets.
The bills follow earlier state action on energy policy. In 2024, Ron DeSantis signed legislation stating that the state would no longer be required to consider climate change when developing energy policy.
The American Society of Association Executives (ASAE) is in contact with the Florida Society of Association Executives (FSAE) to assess what impact the legislation would have on associations. If you have interest in this issue, please contact us at publicpolicy@asaecenter.org.
