Senate Republicans Outline Third Budget Reconciliation Package
Just before the August recess, the Senate Budget Committee released a new budget blueprint that could pave the way for Republicans' third party-line legislative package this Congress. The proposal would authorize additional spending for defense, agriculture and election-security priorities.
"In less partisan times, the requested appropriation supplemental for these priorities would have sailed through Congress with bipartisan support," said Budget Committee Chair Ron Johnson. (R-WI). "This resolution would fund the bare minimum of what is required for the defense of our nation, and I urge my colleagues to fully support it."
Notably, the current framework does not include reconciliation instructions for tax policy changes. However, Republicans could broaden the package during negotiations or pursue a fourth reconciliation bill focused on taxes after the midterm elections, according to Politico.
Budget reconciliation allows qualifying legislation to pass the Senate with a simple majority, bypassing the usual 60-vote threshold. ASAE will continue monitoring the process and any potential tax provisions affecting associations and the broader tax-exempt sector.
